    The UK’s informal system to warn heroin users about emerging risks is patchy and ?awed, leaving this vulnerable group exposed to further dangers, say expertsThe issue of how acute emergent  health risks are dealt with shows  the  way in which people who use heroin often ?nd themselves outside the framework of mainstream health and social care. In November, 2010, the UK’s  Guardian newspaper ran a piece about a national shortage of heroin that was “putting lives at risk”.“Users are overdosing on either adulterated heroin, or, in some cases, what has been found to be a combination of a powerful sedative, ca? eine and paracetamol”, explained the author.
